The 30-year fixed-rate mortgage didn’t budge this week, maintaining its same 3.68% average from last week.

“This week the economy sent mixed signals, leaving mortgage rates unchanged,” says Sam Khater, Freddie Mac’s chief economist. “Survey data for manufacturing and service industries varied while construction spending fell modestly. However, home buyer demand continued to improve, rising eight percent. Clearly, home buyers remain bullish on the real estate market.”

Freddie Mac reports the following national averages with mortgage rates for the week ending Dec. 5:

  • 30-year fixed-rate mortgages: averaged 3.68%, with an average 0.5 point, holding the same as last week. Last week at this time, 30-year rates averaged 4.75%.
  • 15-year fixed-rate mortgages: averaged 3.14%, with an average 0.4 point, falling slightly from last week’s 3.15% average. A year ago, 15-year rates averaged 4.21%.
  • 5-year hybrid adjustable-rate mortgages: averaged 3.39%, with an average 0.4 point, falling from last week’s 3.43% average. A year ago, 5-year ARMs averaged 4.07%.

Veterans may be eligible to buy larger homes in pricier communities—still without a down payment—starting next year. Those taking out Veteran Affairs–backed mortgages will find caps removed on what they can spend in 2020.

The Blue Water Navy Veterans Act of 2019 removed the caps for the new year. But military members on active duty and veterans will still need to qualify for the mortgage and verify they can afford the monthly payments.

“It gives the veterans the opportunity to buy homes in the areas they want to buy in,” Kyle Reed, a real estate pro with Pauly Presley Realty in Austin, Texas, told realtor.com®. “It opens up some areas in cities to VA loans … that maybe veterans didn’t have access to before without putting a bunch of money down.”

VA loans have been capped at different amounts nationwide. Borrowers could take out more on a VA loan in a high-priced area like San Francisco, for example, than they could in Detroit, where homes tend to cost less. If they exceeded the set limits in the city where they lived, they were required to put down 25% of the difference on the mortgage. If they stayed within the loan limits, they could get a 0% VA loan.

Under the new rules, vets can get a loan amount in what they can qualify for and are not bound by city caps. Banks can still put in some restrictions to protect themselves against defaults. For example, some lenders may require higher credit scores or debt-to-income ratios in qualifying for the loans, realtor.com® reports. The loans likely will only apply to a borrower’s primary residence too.

The change in the VA loan caps takes effect Jan. 1, 2020.

Over the past year, mortgage interest rates have dropped more than 1 percentage point, creating a rush to refinance. But homeowners in some states are having better luck at refinancing their mortgage and locking in a lower monthly payment on their mortgage.

Overall, about 75% of mortgage refinance applications are approved nationally.

Home value appreciation and credit scores matter most when it comes to refinance approvals, researchers at LendingTree note. They analyzed more than 10 million mortgage refinance approvals by state and compared those rates to home-price appreciation and average credit scores.

Overall, Utah homeowners had the highest approval rate at 82%, followed by applicants in North Dakota and South Dakota.

On the other hand, New Mexico and Florida homeowners had the lowest rate of refinance approvals.

Some homeowners are bypassing refinancing altogether. But they may be passing up some big savings. LendingTree presents the following example: A borrower who had a $300,000 loan in November 2018 at a 4.75% mortgage rate could save about $200 per month on their payment and more than $50,000 on lifetime interest by refinancing at 3.75%.

“The availability of a lower interest rate is only one of the conditions needed to refinance a mortgage,” says Tendayi Kapfidze, LendingTree’s chief economist and lead author of the study. “Borrowers often need to have some equity in their home, especially if they want to take cash out, and a solid credit score. Fortunately, increases in home prices since 2012, combined with paying down their loan balances, means many borrowers have built considerable equity in their homes.”

Homeowners with strong home value appreciation see an interest rate difference of 0.50, while those with strong credit scores see a rate difference of 0.64 in their favor, the researchers found.

Fewer new homes are being built with outdoor decks, the latest census data shows. In 2018, the most recent data available, about 22.6% of newly built single-family homes had decks, which is down a full percentage point from a year earlier, the National Association of Home Builders reports.

The share of new homes with decks started to decline in 2009, reaching its lowest point in 2012 at 22.2%. The higher costs for a new home may be prompting some buyers to ditch the deck when they build. Fireplaces also have followed a similar downward trend.

Decks are more popular in some regions than others. People in the East South Central region—which includes Alabama, Mississippi, Tennessee, and Kentucky—may like their decks most of all. About 57% of the new homes started there in 2018 had decks, the highest percentage of all regions. On the other hand, the South Atlantic—which includes Florida, Georgia, and the Carolinas—has the lowest number of new homes with decks at 18%.

Overall, the average size of a deck on a new single-family home is slightly more than 250 square feet, according to the 2019 Annual Builder Practices Survey, which is conducted by Home Innovation Research Labs. The Middle and South Atlantic divisions tend to have the largest decks at slightly under 300 square feet. Also, the most popular materials that builders use for decks are treated wood and composite, a mixture of recycled wood fibers and plastic.

The best days of the year to buy a home all fall in the month of December, according to a new analysis released by ATTOM Data Solutions, a real estate data firm.

Buyers who close on a home purchase the day after Christmas—Dec. 26—will likely realize the biggest discounts below full market value compared with any other day of the year, according to the study of more than 23 million single-family home and condo sales over the past six years.

“Closing on a home purchase the day after Christmas or on New Year’s Eve can be one of the most financially beneficial holiday-season gifts you can get,” says Todd Teta, chief product officer with ATTOM Data Solutions. “While lots of folks are shopping the day-after Christmas sales or getting ready to ring in the New Year, our data shows that buyers and investors are buying homes on those days at a discount. That’s a far cry from buying during June, when they are likely paying about a 7 percent premium.”

ATTOM researchers pegged Dec. 26, Dec. 31, and Dec. 4, in that order, as the best days for home buyers to grab the biggest discounts on their home sale.

The best month for buyers may differ regionally. The states that tend to see the biggest overall discounts below full market value in these corresponding months were Ohio (–7.4% in January); Michigan (–7.2% in February); Delaware (–6.3% in February); Tennessee (–6.2% in January); and New Jersey (–5.8% in December).
