White House Extends Safe Harbor for Returning PPP Funds

Companies that may have taken more than their fair share of Paycheck Protection Program funds have an additional week to return the loans without facing a penalty. Newly released Small Business Administration guidance on Tuesday shifted the date from May 7 to May 14.

The administration extended the deadline to give companies that had improperly taken loans from the government’s coronavirus small-business relief program, known as PPP, a chance to repay them.

The PPP program was created to help small firms that were facing financial hardship due to the COVID-19 pandemic and provide necessary monetary support for them as incentive to keep workers on their payrolls. However, the program has faced mounting criticism as reports grew that large companies were tapping into the funds.

The first round of the $349 billion in PPP funding ran out on April 16, just 13 days after it started.

Treasury Secretary Steven Mnuchin has warned that the SBA will conduct an audit of all PPP loans of more than $2 million, and companies could face criminal liability if they are found to have wrongfully taken funds from the program.

“This was a program designed for small businesses,” Mnuchin recently told CNBC. “It was not a program that was designed for public companies that had liquidity.” Mnuchin has said the program was intended to benefit businesses with 500 or fewer employees that had been facing economic hardship due to COVID-19.

But several provisions in the program allowed for larger companies to also apply for the loans. Public companies received 339 loans—up to $1.16 billion—as of Tuesday, according to data from FactSquared, as reported by Bloomberg. So far, 42 loans totaling $337.1 million have been returned.

The Paycheck Protection Program was authorized under the CARES Act in response to the economic hardship businesses were facing from the pandemic. After running out of the initial round of money on April 16, the administration replenished the program with another $310 billion.

About 14% of real estate companies in the U.S. received funding in the first round of the PPP during the April 3 to April 13 period. This includes sales, leasing, and maintenance firms, HousingWire reports. The National Association of REALTORS® is awaiting guidance from the SBA on how to apply for loan forgiveness.

More homeowners are taking on do-it-yourself house projects while staying at home, which is helping to add value and appeal to their properties. Even small projects, like cleaning tile grout, can make a big difference, real estate pros say.

Big-box hardware stores like Home Depot and Lowe’s reported an increase in customer visits of 7.4% and 9.6%, respectively, in March compared to a year ago, according to Placer.ai data. Thirty-two percent of homeowners say they already have taken on both big and small house projects during the pandemic, while 15% say they plan to soon, according to a survey from realtor.com®. “If you are considering selling your house post-crisis, prepping for staging and giving your apartment a fresh coat of white paint can add light and airiness,” Samantha Rose Frith of Warburg Realty told Forbes.com. “Changing out old lighting for classic or modern chandeliers can also add a significant pop to a room.”

Here are a few smaller DIY ideas real estate professionals offered up at Forbes.com:

  • Clean the grout in the bathroom.
  • Recaulk the tub.
  • Paint the front door.
  • Add a new doormat and potted plants to the home’s entrance.
  • Add a pop of color to improve curb appeal, such as planting colorful flowers in the landscape.

Stay within your comfort zone and skill set when tackling DIY projects. “There’s nothing worse than attempting a project with the best intentions and making things worse or more stressful,” John Campbell of Page Taft-Christie’s International Real Estate told Forbes.com.

Pandemic Making Suburbs More Appealing

Some real estate forecasters predict a wave of people moving from the city to the suburbs in search of more space in response to the COVID-19 pandemic.

While 30% of Americans say they’ve browsed a real estate site recently, according to a Harris Poll conducted April 25-27, urbanites are twice as likely as suburbanites (43% versus 26%, respectively) and rural dwellers (21%) to have been looking for homes and apartments to buy or rent. Nearly a third of Americans are considering moving to less densely populated areas due to the coronavirus, the Harris Poll shows. Further, nearly four in 10 respondents—39%—are urbanites who say the health crisis has prompted them to consider moving to the suburbs.

In the post-coronavirus real estate market, suburban areas with sprawling McMansions in more remote locations may increasingly be more in demand. “Suddenly, it’s hip to be private, spacious, and quiet,” John Downs, a real estate pro with Berkshire Hathaway in Connecticut, told The Wall Street Journal. Downs notes that he has had an increase in calls about remote properties from people who live in urban areas.

CNBC also reports an uptick among New York’s wealthiest residents who desire to move their families to surrounding suburbs and exurbs as they look for a less crowded lifestyle. They’re seeking more space and distance from neighbors and crowds, brokers say. For some, this may be a second home that is a short drive to the city, while others may want to make the move more permanent. “It seems like everyone wants to leave the city,” Steve Magnuson, a Douglas Elliman broker in Greenwich, Conn., told CNBC. “Our problem is not enough inventory for sale. We’ve been on the phone 24/7 and on email.”

Magnuson recently rented a five-bedroom home with an infinity pool in Greenwich for $55,000 a month—a record high for the town. The rental is now available again but is listed at a more expensive price—$65,000 per month—and has a waitlist of 18 people desiring to rent it.

People in the city who are eyeing suburbia are looking for a more spacious place to run, walk, and ride bikes. Wealthy buyers are also focusing on homes with a pool, large home office, and strong internet and cell services, Magnuson notes.

Could the rush from city to the suburbs be temporary, as it was following the Sept. 11, 2001, terrorist attacks? Brokers report a momentary shift in the market during that time as more people fled the city. But they quickly returned, driven by overseas buyers and young professionals. Even without an exodus, brokers are still banking on a desire for second homes to grow among the wealthy after the pandemic. “Being able to go someplace not far from your home, where you have a home office and can keep your friends and family safe—that’s number one,” Magnuson told CNBC.

Mortgage Rates Dip to New Record Low

Mortgage rates reached a new record low this week, with the 30-year fixed-rate mortgage falling to its lowest average ever since Freddie Mac began tracking such data in 1971. “The size and depth of the secondary mortgage market is helping to keep rates at record lows,” says Sam Khater, Freddie Mac’s chief economist. “These low rates are driving higher refinance activity and have modestly helped improve purchase demand from their extremely low levels in mid-April. While many people are benefiting from low mortgage rates, it’s important to remember not all people are able to take advantage of them given the current pandemic.”

Freddie Mac reported the following national averages with mortgage rates for the week ending April 30:

  • 30-year fixed-rate mortgages: averaged 3.23%, with an average 0.7 point, falling from last week’s 3.33% average. The previous all-time low for the 30-year mortgage was 3.29%, set during the week ending March 5. A year ago, 30-year rates averaged 4.14%.
  • 15-year fixed-rate mortgage: averaged 2.77%, with an average 0.6 point, falling from a 2.86% average. A year ago, 15-year rates averaged 3.60%.
  • 5-year hybrid adjustable-rate mortgages: averaged 3.14%, with an average 0.4 point, dropping from a 3.28% average. A year ago, 5-year ARMs averaged 3.68%.

Freddie Mac reports average commitment rates, along with average fees and points, to reflect the total upfront cost of obtaining a mortgage.

NAR Calls Sales Slowdown Temporary

Contract signings dropped in March as many housing markets paused as the coronavirus outbreak spread across the country.

The National Association of REALTORS®’ Pending Home Sales Index, a forward-looking indicator based on contract signings, dropped 20.8% in March compared to February. All four major regions of the U.S. saw a drop in contract activity last month.

Contract signings are down 16.3% compared to a year ago.

“The housing market is temporarily grappling with the coronavirus-induced shutdown, which pulled down new listing and new contracts,” says Lawrence Yun, NAR’s chief economist. “As consumers become more accustomed to social distancing protocols, and with the economy slowly and safely reopening, listings and buying activity will resume, especially given the record low mortgage rates.”

Yun acknowledges the typical spring buying season will be missed this year due to the pandemic. Further, a “bounce back later in the year” will likely be insufficient to make up for the loss of sales in the second quarter, he adds. Home sales are projected to decline 14% for the year.

Social distancing protocols due to the pandemic have caused the real estate industry to quickly adapt their businesses. Home buyers are still finding ways to proceed. Fifty-eight percent of real estate professionals report that buyers are using virtual tours, and 43% report buyers are taking advantage of e-closings, according to an NAR Flash Survey conducted of real estate professionals between April 19 and 20.

Also, home prices are staying firm. “Although the pandemic continues to be a major disruption in regards to the timing of home sales, home prices have been holding up well,” Yun says. “In fact, due to the ongoing housing shortage, home prices are likely to squeeze out a gain in 2020 to a new record high.”

Yun projects the national median home price to increase 1.3% for 2020. However, he cautions there will be many local market variations. Also, the upper end of the market will likely face a reduction in home prices.

Fed Waives Limits on Savings Account ‘ACH’ Withdrawals, Transfers

The Federal Reserve is temporarily waiving limits on the number of ACH savings account withdrawals and transfers that bank and credit union customers can make. Typically, account holders are limited to six “convenient” transactions per month. The Fed has eased that so that banks can ensure consumers have greater access to their funds, if needed.

This will “allow customers to make an unlimited number of convenient transfers and withdrawals from their savings deposits at a time when financial events associated with the coronavirus pandemic have made such access more urgent,” the Fed said in a statement.

Savings accounts usually serve as emergency funds for consumers. More than 26 million Americans have applied for unemployment benefits over the last five weeks due to the COVID-19 pandemic.
