Kiplinger attributed strengthening economies, below-average unemployment rates, and increasing buyer confidence as turning these metros into seller\u2019s markets.<\/p>\n<p>The 12 metros are:<\/p>\n<ul>\n<li>Phoenix<\/li>\n<li>Provo, Utah<\/li>\n<li>Cape Coral-Ft. Myers, Fla.<\/li>\n<li>Minneapolis<\/li>\n<li>Akron, Ohio<\/li>\n<li>Youngstown, Ohio<\/li>\n<li>Seattle, Wash.<\/li>\n<li>Salt Lake City, Utah<\/li>\n<li>Boise, Idaho<\/li>\n<li>San Jose, Calif.<\/li>\n<li>Washington, D.C.<\/li>\n<li>Tucson, Ariz.<\/li>\n<\/ul>\n<p>\u201cI was really surprised to see some of the cities that ended up on the list,\u201d says Pat Esswein, associate editor for Kiplinger\u2019s Personal Finance Magazine. \u201cProvo, Utah, and Salt Lake City surprised me, but these are cities that had very little boom or bust. They plugged along, their economies are growing and their populations are rising.
