Builders are responding to a persistent housing shortage and limited resale inventory in many markets, even as elevated mortgage rates and economic uncertainty continue to weigh on consumer demand.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The rebound comes after a difficult stretch for the housing industry. Many builders entered 2025 expecting a surge in buyer activity, only to face slower-than-anticipated sales and growing inventories of completed homes. In response, builders have increasingly relied on incentives\u2014including mortgage-rate buydowns, closing-cost assistance, and targeted price reductions\u2014to attract buyers and maintain sales momentum.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;Affordability remains the defining challenge for today&#8217;s housing market,&#8221; economists say. While mortgage rates have stabilized compared with the volatility seen earlier in the decade, borrowing costs remain significantly higher than the ultra-low rates buyers became accustomed to during the pandemic era.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Builders are also balancing rising construction expenses. Labor shortages, higher material costs, and ongoing supply-chain pressures continue to affect project economics, prompting many companies to carefully manage new developments. As a result, building permits\u2014a leading indicator of future construction activity\u2014have softened even as housing starts have improved.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The multifamily sector remains an important contributor to overall housing supply, though growth has become more uneven as rental markets normalize following several years of rapid expansion.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For buyers, the current environment offers more choices than in recent years. New-home communities are providing incentives that can make newly built homes competitive with resale properties, particularly in fast-growing Sun Belt and suburban markets.
