Tax Changes Haven’t Held Buyers Back

Home buyers appear to be less skittish about the potential financial impact of the 2017 Tax Cuts and Jobs Act on their real estate purchases, according to a new Redfin survey of more than 2,000 consumers. The tax reform law, which placed a cap on deductions for mortgage interest payments and state and local taxes, is having a less significant effect on home-search activity than industry experts expected a year ago, the survey shows.

Fourty-seven percent of home buyers say the tax law is influencing their property search, down from 56 percent a year ago. “Last year, more home buyers were worried that tax reform would hurt their homebuying budgets, but it turns out tax reform wasn’t all bad or all good for home buyers,” says Redfin Chief Economist Daryl Fairweather. “Some home buyers, especially in low-tax states, are now paying less in taxes overall, which has left them with more cash for a more expensive home. For others, not being able to deduct as much of their property taxes or mortgage interest from their taxable income was the other shoe that needed to drop to make them pick up and move to a more affordable area.

“In the long run, we will see demand for luxury homes in high-tax states suffer the most because those homes have been hit the hardest by this tax reform, and there’s actually early evidence of that already happening,” Fairweather adds.

The states with the largest share of home buyers who say tax reform has affected their home search are New York (61 percent) and California (55 percent). On the other hand, Kansas and Indiana (both at 24 percent) have the smallest share of home buyers who say their search has been affected by tax reform.

Borrowing costs this year likely will be lower than originally predicted. Freddie Mac recently downgraded its forecast for the 30-year fixed-rate mortgage, projecting it will average 4.3% this year—below last year’s average of 4.5%. Further, Freddie economists predict only a small increase in rates in 2020, with the 30-year fixed-rate mortgage averaging 4.5% next year.

The lower mortgage rates likely will be a boon for housing, Freddie Mac notes in its May 2019 Forecast. “The combined positive impact of low mortgage rates, a strong labor market, low unemployment, and modest wage growth supports our forecast for a steadily growing housing market in 2019,” Freddie Mac says in its report.

The declining interest rates are expected to help reverse a decrease in mortgage originations that occurred in 2018. Freddie Mac researchers note this will “continue to provide an impetus to first-time home buyers as well as homeowners looking to refinance.”

Freddie Mac projects that home sales will surpass 2018 levels and reach 5.98 million units in 2019. Most of the increase will come from existing-home sales. Freddie Mac’s forecast remains flat for housing starts this year, however, at 1.26 million units.

Median home list prices have been hitting a record pace—topping a $300,000 average in the United States, according to realtor.com® data. The rise in mortgage prices has come with a higher median cost for home loans, which is up nearly 20% to $229,000, over the past five years.

Wage growth hasn’t kept the pace with higher housing costs. Household incomes have only risen 10% in comparison.

However, realtor.com® researchers were still able to find several U.S. markets where around half of borrowers are getting mortgages with payments under $1,000 a month or less on a 30-year fixed-rate loan.

“Right now, the Rust Belt area and parts of the South are where home buyers will get the biggest bang for their buck,” says Todd Teta, chief product officer at ATTOM Data Solutions.

Realtor.com®’s rankings showed these markets offer some of the best chances of scoring some of the lowest monthly mortgage payments:

1. Youngstown, Ohio

  • Median list price: $121,800
  • Share of homes with monthly mortgage of $1,000 or less: 63.7%

2. Peoria, Ill.

  • Median list price: $136,500
  • Share of homes with monthly mortgage of $1,000 or less: 61.2%

3. Binghamton, N.Y.

  • Median list price: $130,000
  • Share of homes with monthly mortgage of $1,000 or less: 61.1%

4. Huntington, W. Va.

  • Median list price: $143,000
  • Share of homes with monthly mortgage of $1,000 or less: 58.2%

5. Davenport, Iowa

  • Median list price: $145,100
  • Share of homes with monthly mortgage of $1,000 or less: 56.2%

Real estate pros may be smart to carve out a new-home niche in the Dallas-Fort Worth, Texas, region. The metro area saw the highest number of new-home construction in the first quarter, according to new data from Metrostudy Inc.

Home construction in the metroplex totaled more than 34,500 units on an annualized basis, topping Houston’s 30,206. Central Florida was third in construction, with about 28,000 homes last year.

Metrostudy says that housing starts were down in half of the top 10 building markets in the first quarter. Affordability issues may curtail growth in new-home construction this year, too, says Paige Shipp, regional director of Metrostudy’s Dallas region.

“Based on last year’s slowdown, there was concern that the market cooled,” Shipp says. “Many builders responded by shifting their product offering to more affordable homes and decreasing base prices.” In the Dallas-Fort Worth area, builders responded to affordability concerns by starting more homes between $250,000 and $350,000 in the first quarter.

REALTORS® Are Leveraging Tech to Reach Clients

As house hunters continue to head online to begin their search, more real estate professionals are upping their tech use to meet them there.

REALTORS®’ web presence and use of social media have been increasing in recent years, and they consider it a valuable marketing tool to reach clients and build online communities, according to the 2019 Member Profile, released by the National Association of REALTORS® and reflecting 12,700 member responses.

REALTORS® surveyed said they were progressively more comfortable with technology and were using the latest technologies on a daily basis in their business. REALTORS® cited frequent use of multiple listings software, electronic contact forms, contact management, document preparation, and social media management tools. When working with clients, email, telephone, and text messaging were the most popular modes of communicating.

Client communications: The most preferred method of communicating with clients is text messaging, telephone, and email, with both past and potential clients as well.

Websites: Sixty-seven percent of members reported having their own website. Broker-owners, associate brokers, and sales agents were most likely to have a website; appraisers were the least likely. The majority used their website to list their own properties, while also offering homebuying and homeselling information, links to their firm’s website, and mortgage or financial calculators.

While REALTORS® ranked having a website as important, they mostly brought in no inquiries or business directly from their sites. However, those who spend the most on websites tended to receive the highest number of inquiries or the largest percentage of their overall business from website traffic.

Listings: REALTORS® rely on the internet and third-party aggregator sites to promote their listings. Third-party aggregators and realtor.com® were the most common places to promote listings, according to the survey.

Blogs: Nine percent of members reported having a real estate blog. REALTORS® 49 years or younger are more likely to have a blog (between 10% to 11%), while only 7% of those over 60 had a real estate blog.

Social media: REALTORS® increasingly are using social media for professional use, with Facebook still their clear favorite. However, more than a quarter—or 27%–of REALTORS® surveyed say they do not use social media for their business at all.

For the REALTORS® who do, the breakdown of active usage among social and professional networking websites are:

  • Facebook: 73%
  • LinkedIn: 58%
  • Instagram: 35%
  • Twitter: 21%
  • Pinterest: 11%
  • Snapchat: 5%
  • ActiveRain: 3%

Drones: A quarter of REALTORS® surveyed say they do not use drones themselves, but 14% say they plan to use them in the future to capture aerial photos and videos of their listings. Twenty-nine percent say they hire a professional to use drones in their business.
