Mortgage rates inched lower for the third consecutive week. Freddie Mac Chief Economist Sam Khater says the lower rates bode well for the spring home buying season, typically the busiest time of the year for home shopping.

“Mortgage rates … [are] continuing the general downward trend that began late last year,” Khater says. “Wages are growing on par with home prices for the first time in years, and with more inventory available, spring home sales should help the market begin to recover from the malaise of the last few months.” The National Association of REALTORS® reported this week that more houses were on the market in January, rising to 1.59 million nationwide and at a 3.9-month supply at the current sales pace.

Freddie Mac reports the following national averages for mortgage rates for the week ending Feb. 21:

  • 30-year fixed-rate mortgages: averaged 4.35 percent ,with an average 0.5 point, dropping from last week’s 4.37 percent average. Last year at this time, 30-year rates averaged 4.40 percent.
  • 15-year fixed-rate mortgages: averaged 3.78 percent, with an average 0.4 point, falling from last week’s 3.81 percent average. A year ago at this time, 15-year rates averaged 3.85 percent.
  • 5-year hybrid adjustable-rate mortgages: averaged 3.84 percent, with an average 0.3 point, falling from last week’s 3.88 percent average. A year ago, 5-year ARMs averaged 3.65 percent.

Existing-Home Sales

The winter months have proven to be a sluggish time for home sales. January was the third consecutive month in which existing-home sales posted a drop, the National Association of REALTORS® reported Thursday. All regions of the U.S. saw a drop in sales except for the Northeast.

Total existing-home sales, which are completed transactions on single-family homes, townhomes, condos, and co-ops, dropped 1.2 percent in January compared to December. Sales are down 8.5 percent from a year ago, and now are at the lowest level since November 2015.

However, NAR Chief Economist Lawrence Yun expects a reversal in home sales soon. “Existing-home sales in January were weak compared to historical norms; however, they are likely to have reached a cyclical low,” Yun says. “Moderating home prices combined with gains in household income will boost housing affordability, bringing more buyers to the market in the coming months.”

Here’s an overview of NAR’s latest housing report, based on January sales:

Home prices: The median existing-home price for all housing types in January was $247,500, up 2.8 percent from a year ago. The median home price growth is at the slowest pace since February 2012, Yun says. “Lower mortgage rates from December 2018 had little impact on January sales; however, the lower rates will inevitably lead to more home sales,” he notes.

Days on the market: Thirty-eight percent of homes sold in January were on the market for less than a month. On average, properties remained on the market for 49 days in January, up from 42 days a year ago.

Housing inventories: At the end of January, the total housing inventory rose to 1.59 million, up from 1.52 million a year ago. Unsold inventory is at a 3.9-month supply at the current sales pace.

While the uptick in the inventory is a welcome sign, Yun says the market continues to suffer from an inventory shortage. “In particular, the lower end of the market is experiencing a greater shortage, and more home construction is needed,” Yun says. “Taking steps to lower construction costs would be a tremendous help. Local zoning ordinances should also be reformed, while the housing permitting process must be expedited; these simple acts would immediately increase homeownership opportunities and boost local economies.” It’s a sentiment that has been shared by economists and leaders at the 2019 International Builder Show in Las Vegas this week.

Overall, “decelerated sales and the increases in inventory will work in favor of potential home buyers, putting them in a better negotiating position heading into the spring months,” says NAR President John Smaby. “On top of that, low interest rates will bring an additional $80 per month savings compared to the rates of just a few months ago.”

The average 30-year fixed-rate mortgage fell to 4.46 percent in January, down from 4.64 percent in December, Freddie Mac reports. The average commitment rate for all of 2018 was 4.54 percent.

Spacious areas can sometimes feel cold and unwelcoming. How can you make a large living room with high ceilings feel more inviting? Houzz, a home remodeling website resource, provides some of the following tips:

Leverage tall potted plants.

For a room with tall ceilings, incorporate tall plants. It’ll help fill in vertical height gaps while also drawing the eyes up to help accentuate the high ceilings.

Paint two-tone walls.

To make the ceiling feel lower and more intimate, be sure to use a different color of paint on the bottom half of the walls. Use wainscoting, or tape off a line and paint everything below it a different color.

Bring in an oversized ottoman.

Larger seating arrangements can feel empty if there is too much distance between the furnishings. To close the gap, bring in an upholstered ottoman. It’ll add more softness to the room than a traditional coffee table.

Use furniture to define zones.

Try using a daybed bench or chaise to split up a really large living space. You can then create two full seating areas and help create a flow between the zones. A console table can also help section off parts of a living room. Float a sofa in the middle of the room and then place a console table behind it.

Create an intimate nook.

In large living rooms, create a second seating area in an unfilled corner. For example, put a small table against a bare wall and place two chairs on each side of it. This could be a space for reading or an intimate conversation area.

Luxuries like pools and lavish living spaces may not be as enticing to home buyers as a garage, finds a new poll by Zolo Realty, a Canadian online real estate marketplace. Zolo Realty surveyed more than 1,800 North American respondents to discover buyer behavior and desires.

Male and female home buyers gave the highest marks to properties with a garage; an en suite, main-floor bathroom; or a newer furnace or A/C unit.

Fifty-one percent of women and 41 percent of men ranked a garage a must-have when buying a home.

“Buyers aren’t foolish,” says Mustafa Abbasi, president of Zolo Realty. “Updating a kitchen and removing walls is a lot of work, but these updates are not as hard or as costly as trying to carve out a bathroom for a master bedroom or building a garage from scratch.”

The ideal home to both men and women surveyed was: A 3-bedroom, 2-bathroom home with a master bedroom suite and a garage.

Mortgage Rates Drop

Cooling inflation and slower global economic growth prompted mortgage rates to drift down to the lowest levels in a year, Freddie Mac reports.

“While housing activity has clearly softened over the last nine months and the lingering effects of higher rates from last year are still being felt, lower mortgage rates and a strong job market should rekindle demand for the spring home buying season,” says Sam Khater, Freddie Mac’s chief economist.

Freddie Mac reports the following national averages with mortgages for the week ending Feb. 14:

  • 30-year fixed-rate mortgages: averaged 4.37 percent, with an average 0.4 point, dropping from last week’s 4.41 percent average. A year ago, 30-year rates averaged 4.38 percent.
  • 15-year fixed-rate mortgages: averaged 3.81 percent, with an average 0.4 point, falling from last week’s 3.84 percent average. A year ago, 15-year rates averaged 3.84 percent.
  • 5-year hybrid adjustable-rate mortgages: averaged 3.88 percent, with an average 0.3 point, falling from last week’s 3.91 percent average. A year ago, 5-year ARMs averaged 3.63 percent.
