More new home construction may finally be coming. Housing permits, a gauge for future construction, climbed 5% in October, reaching the fastest rate of building permit authorizations since 2007, the U.S. Commerce Department reported Tuesday. Broken out, single-family permits increased 3.2% to a rate of 909,000, while multifamily permits rose 8.2% to a rate of 552,000. Permits rose in every region of the country last month and are 14.1% higher than a year ago.

Lawrence Yun, chief economist of the National Association of REALTORS®, called the boost in housing permits “tremendously good news for the housing sector.”

“At 1.46 million units on an annualized basis, housing permits are nearly to the level needed for the country over the long haul,” Yun says. “Since new-home construction kicks off the chain reaction of people trading up and trading down by buying new and selling their existing homes, more housing inventory will surely show up in the market next year.”

October was the second-best month for housing starts so far in 2019. Total housing starts in October, including single-family and multifamily construction, increased 3.8% to a seasonally adjusted annual rate of 1.31 million units, the Commerce Department reports. Housing starts are 8.5% higher than a year ago.

“Home builders are seeing more building opportunities as market conditions remain solid,” says Greg Ugalde, chairman of the National Association of Home Builders. “Builder sentiment remains strong, and we are seeing an uptick in buyer traffic.”

The increase in buyer demand is also being driven by lower mortgage rates, which has been helping to lift the pace of single-family permits since April, adds Robert Dietz, the NAHB’s chief economist. “Solid wage growth, healthy employment gains, and an increase in household formations are also contributing to the steady rise in home production,” he says.

Single-family starts have risen for five straight months, “an unusually long streak given the volatility of these data, and are now well above the year-to-date average,” adds Stephen Stanley, chief economist for Amherst Pierpont. “The improvement in affordability has boosted demand for homes this year, and builders are coming through with new product to sell.”

Regionally, combined single-family and multifamily starts in October rose by 6.8% in the South. Meanwhile, housing starts were down 10.3% in the West, by 7.4% in the Midwest, and by 0.5% in the Northeast.

Foreclosure filings are on the rise, increasing 13% month over month in October and reaching their highest level of 2019, according to ATTOM Data Solutions’ latest U.S. Foreclosure Activity Report.

Foreclosure starts rose monthly in 36 states, marking the first double-digit month-over-month increase since February 2018, ATTOM Data Solutions reports. The metro of Minneapolis-St. Paul-Bloomington, Minn.-Wis., saw the highest increase of foreclosure starts in October, surging 189% month over month. Cincinnati, Ohio-Ky.-Ind., followed with an 111% jump, and Miami-Fort Lauderdale-West Palm Beach, Fla., rose by 109%.

Meanwhile, foreclosure starts are decreasing the most in the following markets: New Orleans-Metairie, La. (down 36% month over month in October); Pittsburgh (down 34%); and Washington-Arlington-Alexandria, D.C.-Va.-Md.-W.Va. (down 33%).

It’s a good time to be a homeowner: The share of equity-rich residential properties zoomed to a total of 14.4 million, shows the 2019 U.S. Home Equity & Underwater Report from ATTOM Data Solutions. Nearly 27% of all properties with a mortgage in the U.S. are now considered “equity rich,” meaning the combined estimated amount of loans secured by those properties was 50% or less of their estimated market value.

“There are notable equity gaps between regions and market segments,” says Todd Teta, chief product officer with ATTOM Data Solutions. “But as home values keep climbing, homeowners are seeing their equity building more and more, while those with properties still worth a lot less than their mortgages represent just a small segment of the market.”

The highest levels of equity-rich properties are all in the Northeast and Western regions of the U.S. The metros with the highest shares are in San Jose (62.7%), San Francisco (51.1%), Los Angeles (46.6%), Santa Rosa, Calif. (46.5%), and Honolulu (39.4%), the report finds. In the Northeast, the equity leader was Boston (at 35.4% of properties). In the south, Dallas had the most equity-rich properties at 38.2%, while Grand Rapids, Mich., led in the Midwest at 27.8%.

Good news for home buyers: Bidding wars are at the lowest point in a decade. But that could be short-lived.

In one closely watched industry index measuring bidding wars, just 10% of offers written by real estate professionals with the brokerage Redfin faced competition from other buyers in October, down from 39% a year earlier.

However, economists point to low mortgage rates and a shortage of homes for sale that will likely heat up buyer competition for properties and usher back bidding wars next year.

“Right now, there are fewer homes for sale than we usually see this time of year, and sales are picking up thanks in part to low mortgage interest rates,” says Daryl Fairweather, Redfin’s chief economist. “All of the pieces are in place for bidding wars to become more common and for the housing market to shift back toward the seller’s favor next year. Now may be the last chance in the foreseeable future for buyers to win a home without facing a bidding war.”

Bidding wars were the most common in October in California markets, led by San Francisco (34.8% of offers faced a bidding war), San Jose (20.5%), San Diego (15.6%), and Los Angeles (13.7%). Philadelphia rounded out the top five at 13.8% of offers last month.

While nationally bidding wars are down, they did hit new highs for the year in San Francisco and San Jose markets. Bidding wars rose in these metros at a time of year when usually the market cools, Redfin economists note. Still, both markets’ bidding war rates are well-below a year ago, in which they stood at 58.1% in San Francisco and 64.9% in San Jose.

Housing analysts are hoping it’s not a case of déjà vu. Unconventional mortgage lending is on the rise, in 2018 reaching its highest level since the financial crisis of 2008. These mortgages include subprime loans, financing offered to borrowers with blemished credits.

While these more risky loans are on the rise, some economists shrug off the notion that the economy is headed for another mortgage meltdown.

Despite the uptick in these types of loans, the number of unconventional mortgages is still less than 3% of loans made in 2018. In 2006, for comparison, unconventional mortgages made up 39% of the market. Negative amortization lending, in which the balances on the loan grow, have generally vanished from the market.

Further, Guy Cecala, publisher of Insider Mortgage Finance, told Kiplinger’s Money Power that the unconventional mortgages of today aren’t quite as risky as they once were. Most lenders are now required to make an effort to determine if a borrower has the “ability to repay” the loan. Lenders also may look to counter some of the risks of applicants, such as offsetting a high debt-to-income ratio, limited documentation, or interest-only loan with a high credit score and a large down payment, Kiplinger’s reports.

The largest concentration of nonconventional loans in recent months has been among borrowers with limited or alternative documentation, such as those who are self-employed, those having a debt-to-income ratio above 43%, and those desiring an interest-only loan, according to CoreLogic, a real estate data firm. Lenders are also loosening up underwriting in some cases to add more mortgage business and distinguish themselves from competitors, Cecala says.
