New-Home Sales Jump to Highest Level of 2018

The month of May saw a record number of new-home purchases. Sales of newly built single-family homes increased 6.7 percent in May to a seasonally adjusted annual rate of 689,000 units, the Commerce Department reported Monday. It marks the highest number of new-home sales of the year and the second highest in sales since the Great Recession.

“Sales numbers continue to grow, spurred on by rising home equity, job growth, and reports of a greater number of millennials entering the single-family housing market,” says Randy Noel, chairman of the National Association of Home Builders.

The inventory of new homes for sale was 299,000 in May—a 5.2-month supply at the current sales pace. The median sales price for a new home last month was $313,000.

“We saw a shift to more moderately priced home sales this month, which is an encouraging sign for newcomers to the market,” says Michael Neal, the NAHB’s senior economist. “Since the end of the Great Recession, inventory has tracked the pace of sales growth. While we expect continued gains in single-family housing production, inventory may be partially constrained by ongoing price increases for lumber and other construction materials.”

New-home sales posted the largest increase in the South last month, rising 17.9 percent month over month and reaching a post-recession high. Sales remained unchanged in the Midwest, while sales fell 10 percent in the Northeast and 8.7 percent in the West.

Outdoor projects can help boost a home’s value by up to 10 percent, according to a new realtor.com® report. Outdoor showers, barbecue stations, entertainment pools, and fire-pits are the top projects that realtor.com® researchers found with the biggest potential increases to a home’s price.

For its research, realtor.com® analyzed listings at its site for summer-related outdoor features in single-family homes listed for $150,000 or more.

An outdoor shower offers the biggest return on investment, according to realtor.com®’s research. Researchers found that homes with outside bathing areas had a 97 percent price-per-square-foot premium. They speculate that such a feature may be appealing since it’s usually found in homes that are near a beach or an expensive property with other luxury amenities.

Researchers also found that homes with barbecue stations are 26 percent more expensive than those without. In Utah, homes with barbecue stations tend to be listed for 58 percent more per square foot than other homes in the state.

Also, entertainment pools—with enough space around them for others to lounge—could give a home a 26 percent increase in its value. In New York state, homes with such entertainment pools were 224 percent pricier per square foot than those without.

Fire-pits and backyard fireplaces are also proving to be a hot way for homeowners to boost their home prices. Homes with fire-pits or backyard fireplaces had a 25 percent premium, according to researchers.

“Outdoor features can give a home a special quality in the market,” says Javier Vivas, realtor.com®’s director of economic research. “And anytime you have a unique feature, it can bolster the prospective value of a home.”

Trump Administration Proposes Privatizing Fannie, Freddie

The Trump administration has proposed ending the government’s long conservator-ship of mortgage financing giants Fannie Mae and Freddie Mac, which was among a sweeping proposal for reorganizing the government unveiled Thursday. Under the proposal, which still requires congressional approval, Fannie Mae and Freddie Mac would be converted to “fully private entities.”
Fannie Mae and Freddie Mac have been under U.S. conservator-ship since 2008. “Although the federal role in the housing market has helped to facilitate the availability of the 30-year fixed-rate mortgage, the current system has structural flaws that have also created distortions in home pricing that may actually hinder the goal of home-ownership,” the administration’s proposal states.
Under the proposal, the GSEs would focus more on “qualified borrowers,” while the Department of Housing and Urban Development would take primary responsibility of programs to assist low- and moderate-income buyers. Fannie and Freddie don’t issue mortgage loans, but they do back them by lenders and bundle them into securities, guaranteeing them to investors.
The administration argues that the GSEs play an out-sized role in the nation’s mortgage finance system that impedes competition in the marketplace. They argue that privatizing Fannie and Freddie would lead to greater competition in the private sector and could bring about lower prices.
However, some housing experts argue that mortgage rates could rise if the GSEs are privatized, fearing there will be fewer programs available to help lower-income borrowers become homeowners as a result. The administration’s privatization proposal is still too vague for others to fully know how it would impact the housing market. “It is critical to America’s housing industry and a priority of NAR that affordable mortgage capital always remains available for creditworthy Americans, particularly during economic downturns—a vital role that a fully private entity could not fill,” Elizabeth Mendenhall, president of the National Association of REALTORS®, said in a statement. “This makes efforts to reform the secondary mortgage market all the more necessary. NAR will continue to advocate that Congress enact comprehensive housing finance reforms as quickly as possible.”
The administration’s proposal states: “This proposal would transform the way the federal government delivers support for the U.S. housing finance system to ensure more transparency and accountability to taxpayers, and to minimize the risk of taxpayer-funded bailouts, while maintaining responsible and sustainable support for homeowners.”
Proposed changes, which would require broader policy and legislative reforms beyond restructuring federal agencies and programs, including ending the conservator-ship of Fannie Mae and Freddie Mac, reducing their role in the housing market, and providing an explicit, limited federal backstop that is on budget and apart from the federal support for low- and moderate-income home buyers.
Seventy percent of all mortgages originated in 2017 were backed by Fannie, Freddie, and Ginnie Mae (loans guaranteed by the Federal Housing Administration, the Department of Veterans Affairs, and the Department of Agriculture).The administration’s proposal also called for combining the labor and education departments, restructuring the post office, and creating the Bureau of Economic Growth.

HUD Under Fire for Response to Lead Paint Removal

An audit from the Office of the Inspector General shows that the U.S. Department of Housing and Urban Development had inadequate oversight of lead-based paint reporting and remediation in its public housing and Housing Choice Voucher programs.

The OIG audit accused HUD of failing to make sure that public housing agencies completed required lead-based paint inspections. For homes built after 1977, the OIG says HUD did not require public housing agencies to report or mitigate cases involving children with environmental intervention blood lead levels (EIBLLs) residing in public or assisted housing. The OIG wrote in its audit that this increased “the potential of exposing children to lead poisoning due to unsafe living conditions.”

The OIG issued a series of recommendations to HUD to tighten its oversight of lead-paint removal. For example, the OIG urged HUD to expand its inspection and abatement requirements and to implement tighter procedures and controls that would ensure public housing agencies comply with lead safety requirements.

More new homes entered the pipeline in May than any other month since the end of the Great Recession. Total housing starts increased 5 percent in May to a seasonally adjusted annual rate pace of 1.35 million units, the Commerce Department reported Tuesday. That marks the highest housing starts since July 2007.

Broken out, single-family starts rose 3.9 percent to 939,000 units in May—the second-highest reading since the Great Recession. The multifamily sector increased 7.5 percent to 414,000 units. Single-family and multifamily production are now 9.8 percent and 13.6 percent higher, respectively, than a year ago.

“New-home construction activity soared to its highest level in over a decade, which is fantastic news as more housing inventory will be available as the year proceeds,” says Lawrence Yun, chief economist of the National Association of REALTORS®. “Moreover, construction and real estate industry jobs are being created and boosting the economy. [As a result,] GDP growth of 4 percent to 5 percent is possible in the second quarter.”

The Midwest saw the biggest jump in housing production last month, with combined single-family and multifamily housing starts rising 62.2 percent. Meanwhile, starts fell 0.9 percent in the South, by 4.1 percent in the West, and by 15 percent in the Northeast.

“The Midwest region experienced the biggest gain and hence the region will remain more affordable,” Yun notes. “The more un-affordable West region will continue to experience an intense housing shortage, as both housing permits and housing starts fell in that region. For the country as a whole, an additional 20 percent to 25 percent gain in home construction is needed to make the market more balanced.”

Housing starts will likely hit a snag in the coming weeks. Permits—a gauge of future activity—fell 4.6 percent in May to 1.3 million units. The biggest drop in permits was in the multifamily sector, which saw permits tumble 8.7 percent to 457,000. Single-family permits dropped 2.2 percent to 844,000.

“Ongoing job creation, positive demographics, and tight existing home inventory should spur more single-family production in the months ahead,” says Robert Dietz, the National Association of Home Builders’ chief economist. “However, the softening of single-family permits is consistent with our reports showing that builders are concerned over mounting construction costs, including the highly elevated prices of softwood lumber.”
